NTTA stand for the North Texas Toll Authority.  This entity has lobbied the Texas legislature very well over the years with heavy contributions to the Republican representatives in order to get laws that protect their financial interest.  These laws include allowing the NTTA to hire a collection agency to perform collection activities against alleged toll road violators.  The Toll Authority in North Texas has also started a heavy advertising campaign to try to scare people into paying outstanding tolls whether disputed or not.  Billboards have been purchased across the metroplex to try to get people to pay marked up versions of their bills.
